Germany: Funding of Chinese Communications Intercept Stations

Germany is said to have financed Chinese communications intercept stations.

The parliamentary leader of the German party SPD (Social Democratic Party of Germany), Frank-Walter Steinmeier, came already under criticism for his role in the cooperation between German and U.S. intelligence agencies (e.g. NSA & PRISM), but it is now said that he has even actively cooperated with China.

In the time when the current SPD parliamentary leader Frank-Walter Steinmeier was the head of the German chancellery, he has financially supported the Chinese intelligence service in regards of the expansion of Chinese communications intercept stations, according to a new report by the German news magazine “Focus”.

According to the reports by the known German news magazine, the financing of the expansion of Chinese communications intercept stations is about several millions of Euros.

The report by the German news magazine “Focus” says that the German Federal Intelligence Service (Bundesnachrichtendienst / BND) has jointly operated with the Chinese State Security Service and the Chinese military intelligence service at least two communications intercept stations in the Pamir Mountains (located in Central Asia) on the border with Afghanistan and north-eastern China.

The Pamir Mountains are located in Central Asia. The precise extent of the Pamir Mountains is still not officially determined because there are still debates about the precise extent of the Pamir Mountains in Central Asia. However, the Pamir Maintains lie mainly in the Gorno-Badakhshan province, Tajikistan, and the Badakshan Province, Afghanistan.

According to the report, terrorist groups in Pakistan and Afghanistan as well as North Korean missile projects were observed and monitored by these two communications intercept stations in the Pamir Mountains.

The SPD parliamentary leader Frank-Walter Steinmeier is said to have met with the head of China’s State Security Service, Xu Yongyue, in regards of these jointly observation and monitoring project in April 2002 and in April 2004 in order to carry out confidential conversations about this topic in the German Chancellery in Berlin, according to the news magazine “Focus”. However, there are no real reasons to doubt the report by the German magazine. The report is also based on information by several high government officials.

It is further stated in the report, that for reasons of confidentiality, the meetings between the SPD parliamentary leader Frank-Walter Steinmeier and the head of China’s State Security Service, Xu Yongyue, have taken place every Sunday, so that there was no witness to the extraordinary visit to the German Chancellery in the capital, Berlin.

So far there is no official information about why Berlin carried out such a cooperation with the Chinese security agencies and intelligence.

It is also unclear whether the stated objectives of the monitoring were the only objectives of these two communications intercept stations, because China’s intelligence chief has criticized in the wake of the negotiations with the German politician the inclusion of Uyghur in the Federal Republic.

The German SPD parliamentary leader Frank-Walter Steinmeier has not made a public statement about the alleged cooperation with China’s intelligence services.
